- Administrative or Biographical History: Parnell was Leader of the Irish Nationalist Party (1880-1890), in favour of "home rule" for Ireland. He sat for Meath from April 1875 to April 1880, when he was returned simultaneously for Meath, Mayo and Cork city and was MP until his death in Oct 1891.
- Acquisition: Purchased by Parliamentary Archives from Roy Davids Ltd, Historical Books and Manuscripts Dealer, Great Haseley, Oxfordshire, in March 2002. Accession number 4013.
- Description: This letter relates to two key issues of Parnell's political career, the Land Acts and the Land League. He is sending suggestions of draft land purchase clauses, for insertion in the Land Commission Bill to Lord Richard Grosvenor MP and Liberal Chief Whip. He explains that he is sending a copy of the Bill itself showing how the clauses would be added. Parnell also suggests that Parliament should introduce a Bill giving the Lord Lieutenant powers to make a new redistribution of the constabulary, in order to immediately raise the present force to the maximum number authorised by Parliament.
