  Note by H. S. Cobb, 4 March 2002:
  This consists of 2 membranes. The first (a) is printed as 19 Hen. VII c.XXII "concerning the attorneys and factors of the town of Calais" (Stat. Realm, II, p. 665). This Act repeals a clause in an Act of 3 Hen. VII (the Act says 4 Hen. VII but it is 3 Hen. VII in the Rolls of Parliament) which prohibited inhabitants and burgesses of Calais from acting as attorneys or factors of merchants of the Staple in buying or selling wool or other Staple merchandise.
  This is a Commons Bill which has the fomulae "Soit baille as Seigneurs" inscribed at the head and "A Ceste bille les Seigneurs sont assentus. R. Hatton" (the Clerk of the Parliaments) at the foot. It is endorsed with the Royal Assent "Le Roy le Veult" (probably in Hatton's hand). The Act is superscribed with the Royal Sign Manual "H.R.".
  The second membrane (b) is printed as 19 Hen. c.XXVII a "Composition between the King and the Staple" (Stat. Realm, II, pp. 667-9) (Rot. Parl. VI, 523-5). This Act consists of the text of the Act of 3 Hen. VII "for the safe keeping of the town of Calais and the continuation of the Staple there". (Rot. Parl. VI, pp. 394-7). The 19 Hen. VII Act omits the clause concerning attorneys and factors in the Act of 3 Hen. VII. It also revises the date the Act is to be in force from 16 years from 6 April 1488 to 16 years from 6 April 1504. The original Act of 19 Hen. VII appears to have a clause added at the end in another hand, concerning merchants having a voice in the Courts of the Staple" (Stat. Realm, p. 669). This clause, however, appears as the last clause but two in the Act of 3 Hen. VII (Rot. Parl. p. 397). There is also an interlineation in a clause of the 19 Hen. VII Act (noted in Stat. Realm, p. 667 n. 4) but this is not an amendment but merely a line missed in copying the text of the earlier Act.
  This (b) is a Lords Bill which has the formulae "Soit baille aux Communes" at the head and "Missa a dominis R. Hatton" at the foot. It is endorsed with the Royal Assent "Le Roy le Veult". The Act is superscribed with the Royal Sign Manual "H.R.".
  It would thus appear that (b) is not the original Act of 3 Hen. VII but is a revised text which has been treated as a new Act. It is perhaps unusual for the amended text of an earlier Act to be reproduced as a new Act (as of XXVII). Usually the amending Act (e.g. cap. XX) was sufficient when taken in conjunction with the earlier Act.
