- Description: The introduction to this volume quotes an extract from a letter from Professor L Radzinowicz, Director of the University of Cambridge Department of Criminal Science, 1953 explaining the importance of the bill despite its failure to be passed: "The Bill anticipated Peel's police reform by nearly half a century but it was [...] thrown out by the House of Commons; somewhat adapted it later became the Dublin Police Act of 1786. Its rejection in England had a considerable effect on the progress for the movement for the reform of the machinery for keeping the peace".
