- Administrative or Biographical History: Herbert Coulston Gardner (1846-1921) was the son of the third Baron Gardner of Uttoxeter and his second wife but, having been born before their marriage, was illegitimate. He was an MP 1885-95 during which time he became President of the Board of Agriculture, an Ecclesiastical Commissioner, and Chairman of the Ancient Monuments Commission. The Writ and Letters Patent of a peer of a new creation who is being introduced are read and entered verbatim in the Journals and are then given to the new peer.
